Flooding; Major coastal and tidal flooding affecting more than two UK regions. (This is the national picture to provide context for local risk assessment)
Outcome Description
Many coastal regions and tidal reaches of rivers affected. Major sea surge, tides, gale force winds and potentially heavy rainfall. Excessive tide levels and many coastal and/or estuary defences overtopped or failing. Drains ‘back-up’. Inundation from breaches in defences would be mostly unpredictable, rapid and dynamic with minimal or no warning. The depth and flow velocity would be uncertain. Inundation from overtopping of defences would allow as little as 1 hour to evaluate. Widespread structural damage. Flooding of up to 300,000 properties for up to 14 days. Up to 150 fatalities, 2000 casualties and up to 2000 missing persons. Up to 0.4m people (including tourists) in coastal villages and towns evacuated from flooded areas. People stranded over a large area and up to 40,000 people in need of rescue. Up to 40,000 people needing assistance with sheltering for up to 12 months.
The highest risk from a coastal flood event is from a combination of a severe storm surge and high astronomical tides. Without defences large areas of the Sussex coast are at risk from coastal flooding. In Sussex main areas of significant population are protected by 1 in 100 year to 1 in 200 year coastal defences. In the case of a severe event defences may be breached or overtopped. Should defences fail or the Sussex coastline experience a storm tide in excess of 1 in 200 year probability, the threat of casualties and damage to hundreds of properties is clear. Coastal flooding is also likely to have an adverse impact on infrastructure including transport and utilities.
